Tensions were on high with all the major powers. Careful not to do something that could eventually turn into another war. One of the biggest factors of this new war was the existence of nuclear weapons. Ever since america came out and destroyed japan with use of nuclear destruction every other country was trying to get their fair share of nuclear arms. This is why the cold war is also referred to as the arms race. Russia was working heavily on creating not only a nuclear weapon to match that of the americans, but to out do them in such a way that would lead them to be supreme over all others countries. The entire reason that the Hollanders were in trouble is because they seen something they should not have, and the government of said country needs to keep what they saw a secret.
