Definition of Bureaucracy
Accomplishing what the government wants to do is the central role of the Philippine bureaucracy. It is being asked to perform functions that markedly affect the lives and influence the future of Filipinos. Bureaucracy is taken mean the ministries, bureaus, agencies, and instrumentalities of the government. It is the formal administrative mechanism through which the different policies, programmes, and projects of the government are carried out. It is also the exercise of power by the officials carrying out the wishes of those who wield sovereign power (Baker, 1972: 34). The bureaucracy is the sum total of all administrative agencies of the government (Blau, 1966: 14). Functions of Bureaucracy The bureaucracy is basically responsible for (1) the delivery of services to the people, such as health and sanitation, construction, maintenance and improvements of roads, bridges and other public works, agricultural extension work, irrigation, electricity and water services, and even the delivery of letters; (2) provides continuity in the government system when the top leadership of the government changes; (3) arbitrates and settles the disputes and conflicts among individuals or groups as discussed earlier in the chapter in the judiciary; (4) provides leadership, initiative and resources in bringing about desirable social change, increasing economic progress, and creating a sense of nationhood; and (5) intervenes in the economy through its regulatory, extractive, supportive, or pioneering functions in order to create jobs, redress the imbalance in wealth , and promote a better quality of life for Filipinos.
II. The Structure and Model of the Philippine Bureaucracy
