The most brilliant proposal of Roosevelt's foreign policy was the founding of the Panama Canal. Being the President of United States, Theodore Roosevelt dreamt to enlarge the power and reputation of the U.S. on a international scale. An example of this was seen in 1901, when the United States debated with Britain for their help in a American canal, which would be constructed through Panama. This piece of territory was controlled by Colombia. Senate agreed on a path through Panama, dependent upon Colombian approval. When Colombia drew back of the contract, the United States provided them with money and a naval blockade for the Panamanian revolution. As a result, in 1903, the Varilla Treaty with Panama gave the United States direct power of the canal for a price of $10 million. In addition, Theodore Roosevelt also believed that a huge and dominant Navy was a vital factor of national defense. Therefore, Roosevelt increased the size of the Navy being one of the biggest on the globe . In December of 1907, Roosevelt sent the “Great White Fleet” on a global tour to impress and display America's growing power and supremacy. Lastly, he was also given the title as a peacemaker . The National Security is a concept that a government should defend, guard, protect, and look after its citizens against all national crises. This is done through economic power, military power, and etc. The National Security was made during President Dwight D. Eisenhower, who advertised it very much and ended up making the Operations Coordinating Board to keep track of every NSC results. However, Truman was not fond of the idea of National Security Council and only during the Korean War considered it to be useful. Although, they both did agreed they did not believe in providing the National Security Council with a policymaking body at the White House.
The National Security team was actually succeed to Truman from Roosevelt's presidency. That is where is alter the team inside and out during his time in office. After Eisenhower election, he divided the NSC method into 3 parts in order to rebuilt and strengthened the NSC system, and everything related NSC had to be top secret. In addition, Eisenhower's attempts to endorse his NSC system was unsuccessful. None of the American presidents ever had a say in the policies within the NSC structure, this included Eisenhower .
