Tourism is defined as people traveling and staying in places outside their usual environment for not more than one consecutive year for leisure, business and other purposes not interrelated to the exercise of an activity rewarded from within the place visited. Tourism is mainly popular as a global freedom activity. Tourism can bring many economic and social benefits. Countries can promote their self internationally by making their environment pleasant for tourist to appreciate. Promotion of tourism can be done by getting your country safer, cheaper and build more tourist attraction by making infrastructure such as amusement parks, resorts, skyscrapers and shopping malls. Countries can also promote them self by using the funding by the society and the organization to build the places for tourist. Domestic tourism can be enhanced by government encouraging better transportation service for domestic people such as trains, bus services and cheaper domestic flights. Domestic tourism can be improved by making environment safe and satisfying for the domestic people. Government can encourage or build cheaper hotels and resorts for domestic people to stay and enjoy their vacation.
Tourism has been considered as an important industry field. Many efforts have introduced by the government to improve the tourism. The tourism industry is one of the most important aspects of the economy. Some of the services offered by these industries include transportations services such as cruise ships and taxis, accommodation services such as hotels, restaurants, bars and entertainment venues, and other hospitality industry services such as spas and resorts. It may seem that tourism brings only benefits, but further consideration shows that it also has disadvantages.

    A tourist friendly destination is a concept that gives satisfaction to tourists through contact and the maximum utilization dimensions of space, activities, and products; without any interruptions or problems. Accordingly, this study aims to describe the tourism policy and strategies in national and state contexts, to determine the inherent direction and prospects or potential in the tourism development of Kuala Lumpur as a tourist-friendly destination. The results show that some aspects need to be emphasized and have similarities in each of policies and strategies at the national and state level. This shows that policies made at national level could be followed at state level, so that each line of tourism development planning should be as planned. However, there is currently no planning policy at a national level, only at a state level. This shows that the policy at state level will continue with added value, made from reforms in accordance with the current situation and the existing physical characteristics, not run away with the principle of a planned policy at national level. Accordingly, in Kuala Lumpur, no problems or obstacles exist to planned, managed and developed, through the concept of being a Tourist Friendly City, where it is in line with the requirements of tourism development policies and strategies of national and state levels.…
