The management of the Spanish airports is carried out by AENA (Aeropuertos Españoles y Navegación Aérea). Aena was till February 2015 100% owned by the Spanish government, as part of the Ministry of Development (Ministerio de Fomento). The main goal of Aena is the management of the civil airports and air navigation and it has been allowed to develop related activities in order to achieve profitability. The Delta plan, which was also marketed under the name ‘The Euro-gate’, was an agreement for cooperation in the infrastructure and natural environment of the Llobregat River Delta. Although it is called a plan it is more a cooperation agreement that has to open a political opportunity window allowing the realization of all the strategic infrastructures planned by different administrations in the delta area. The goal of this Delta Plan is to develop and transfer the Llobregat Delta as the major logistic centre in Southern Europe, and this by taking advantage of the synergies that are created by the Airport and the Port, as well as by the train and road networks in order to consolidate the Barcelona Metropolitan Region as the most important centre in the Mediterranean Axis (Suau Sánchez & Pallares-Barbera,
