The then United States president Woodrow Wilson withdrew diplomatic recognition in Mexico after the Mexican president Victoriano Huerta dissolved the Mexican congress. He entirely refused to recognize Huerta’s government and in an effort to isolate him universally Wilson used the watchful waiting policy. This succeeded with Britain and Germany until Wilson removed an embargo on the shipment of arms to Huerta’s opposition led by Venustiano Carranza this was too destabilizing, and reinforced the support for the existing government though Wilson tried to defend his actions his counterparts further criticized his actions.

When United States joined World War I Native Americans were required to register for the draft and since most Indians were not considered to be citizens. Citizenship was organized according to their competency
Even if they could not be drafted, Native Americans volunteered to serve. Many saw military service in war time as a chance to further the warrior traditions of their tribes.
One of the problems facing the American forces was communication: since English was frequently spoken by the Germans they could understand radio transmissions as well as telephone conversations (lines were often tapped). Native Americans provided a valid solution, even though speaking Indian languages was not encouraged in the United States. One of the regiments used Choctaw officers to convey messages in Choctaw concerning troop movements and other sensitive operations. In doing so a special Choctaw vocabulary was developed for military words.
In 1919, Congress approved an Act which convened citizenship for all Indians who served in the military and in naval bases during World War I.
