People with Learning disabilities were being locked in an unheated, unventilated “quiet room” overnight. One of the worst incidents of abuse of vulnerable adults in residential care. Seven people were involved, four men and three women. One of the alleged victims was previously subjected to horrific abuse at Bristol’s Winterbourne view private hospital. The vulnerable man was transferred over 100 miles away to Veilstone Care home, Bideford, Devon. Only to be abused again…
Alison Millar (specialist lawyer in abuse claims) from law firm Leigh Day said “The allegations we have heard, make us believe this could be one of the worst incidents of abuse towards vulnerable adults in residential care and, moreover, than the abuse at Winterbourne view… It was not just an isolated occurrence, but a symptom of a more systematic problem in the care sector.”
Detective inspector White said “Throughout the investigation, the safety, welfare and protection of vulnerable adults has been and remains the absolute priority of all the organisations involved. Due to the nature of the enquiry and complex needs of the victims, this investigation will take many months. Throughout this time, the police will continue to work closely with all agencies involved and the victims and families of those affected will receive ongoing support.”
The company was part of the Atlas project team ltd, which no longer exists for obvious reasons. The seven members of staff have either been jailed or have been given a suspended sentence.
Angela, a 57 year old woman who lived in Bideford her whole life said “The things that have taken place in that home are absolutely disgusting. To think it’s been happening on my very own doorstep for god knows how long. Really is appalling.”
Mark, 25 from bath said “I can’t believe there’s repeats of what happened at Winterbourne, I really can’t. To think people actually do that! I hope they get put away for a very long time.”

    At the beginning of these 8 months Peter’s mother’s boyfriend moved into the home they shared, and this was kept from the police and the social workers. On Dec 11th 2006 Peter was taken to hospital with extensive bruising, the doctors referred the case to the Metropolitan Police’s Child abuse investigation team and Peter was given to a family friend to be looked after. The police then arrested Peter’s mother on suspicion of assaulting her son, she denied the claims. Peter was then placed on the child protection register. After just five weeks of being cared for by the family friend Peter was returned to the care of his mother. The police passed a file about Peter’s injuries to the CPS (crown prosecution service), which requested further investigation. A little later the family are moved to a larger house and Haringey council appoints Maria ward as the family’s new social worker. Once again Peter is admitted to hospital, this time with more bruising, black eyes and swelling on his head. Peter’s mother justifies his injuries by telling the hospital they were caused by Peter being pushed into a marble fireplace by another child; this incident was not reported to the police, and Peter is later discharged from hospital. In June 2007 Peter's mother’s boyfriend’s brother moves into the home with a 15 year old runaway, that he called his girlfriend.     In 2011 it came to light serious abuse allegations after eleven ex staff members admitted offences against patients after a nurse had reported to the hospitals manager about the abuse. Nothing changed so he wrote to the care quality commission. He then went to the BBC where the TV program Panorama, undercover care: the abuse exposed was made. An undercover reporter secured employment as a support worker at Winterbourne View hospital. During his five weeks there he filmed his colleagues tormenting, bullying and assaulting the patients. The Panorama program showed compelling images of patients being slapped, restrained under chairs, having their hair pulled and being held down as medication was forced down their throats. Patients at Winterbourne View hospital were bullied, they had water thrown at them and one lady was put in the shower with her clothes still on. They sat and lay on patients so they could not move.     When working in the care industry whether that is with the elderly, mental health or children it becomes apparent that you as an individual become empowered by virtue of being primary care for that specific individual hence being an influential figure in any individual’s life recovery and rehabilitation. Due to this factor we have had many horrific incidents which have involved individuals in a position of power and whom have abused this trust and disregarded legislation, policy and procedure to continually systematically abuse service users in a vulnerable position. It is no secret that this has happened and still continues today within places of care. This is the purpose of the new legislative law updated and reviewed to combat and eliminate such barbaric behaviours displayed by so called supportive staff members in supposedly places of secure safe environments. The purpose of legislative law is to filter new and reform existing legislation through to the relevant policies and procedures within specific places of work. So to summarise the purpose of legislation in terms of managing difficult behaviours is that it functions to safe guard the vulnerability of service users in places of care which predominantly gets feed down through governing bodies to the policies and procedures file within the office within your place of work. It can be looked upon as a code of good practice with regards how to deal with vulnerable adults whom display challenging behaviours within places of care. When working within such an environment it is almost expected to receive challenging behaviour due to the different backgrounds and diagnosis the service users have so it would not be acceptable to react within such a way as you would when away from the unit due to the very essence of the clientele we deal with.
