On Tuesday, April 5th 2016 at 1100 hours, I, officer Beatty assisted officer James Smith in conducting an additional patient search in the Jane Martin Hall Mental Health Emergency Department.

At 0535 hours, Patient Verna Tucker arrived in the Red Zone section of the Emergency Department for medical Treatment from complications of ETOH (Alcohol Intoxication) and Knee Pain. Within that time frame, Mr. Tucker became combative with Red Zone medical staff which resulted in him being moved to JMH where he was placed in consult room 1 due to lack of available beds. At 0630 hours Officer Smith arrived, reliving officer Hines of the 4 alpha post. Believing that Mr. Tucker was properly searched, Officer Smith

    Respiratory Therapy is on staff, not present, but available if needed. When Mr. B arrived he made the third patient in a six bed Emergency Department. Additional back-up staff was available if needed. Policy for nurse to patient ratio for the facility is unknown however one on one care should have been addressed with the potential for respiratory depression with Mr. B. Additional staff were available to care for the incoming patients but were not utilized.
