Athens system was stronger because it gave citizens “equal rights and full political participation” once granted citizenship. “In the Roman Republic, not all citizens received the same rights or the same political participation” which gives the Athenian system a greater reputation. (DOC.C) To become a citizen you had to complete education and two years of military training before granted citizenship which ensured that when the non-citizen became a citizen they would love Athens more because they had to fight for the city-state. This meant that everybody got the power to vote to ban a person from Athens for 10 years. This gave citizens a lot of power and also responsibility. Roman population was ranked into distinct classes. Ranking was “based on wealth, heritage, administrative competence, marital status, and physical/moral fitness determined the citizens political privileges.” This ranking system could corrupt the government by making certain people political leaders just by being celebrities or paying people.
