The following is a summery of the non-recorded interview with L. Millmaker’s and is not verbatim. L. Millmaker states on December 5, 2015, she was driving in her lane (westbound middle lane of traffic) on 32nd Street and did not understand why the Border Patrol Agent next to her was driving so close. L. Millmaker, felt the impact of the vehicles and followed BPA J. Marshall off of the busy roadway. L. Millmaker stated she only noticed Border Patrol respond to the scene and did not recall seeing or speaking to the Yuma Police officer who took her statement.
In the Arizona Crash Report taken by Yuma Police Officer G. Garcia, the report shows L. Millmaker in violation of making an unsafe lane change and J. Marshall as making no improper actions leading to the collision (See Tab 12 Other Agency Report).
Additionally, Officer G. Garcia obtained a statement from L. Millmaker, which contradicts the interview obtained by BPA S. Brooks. In the statement received by G. Garcia, L. Millmaker states, she wanted to make a U-turn, started merging left, and did not know what happened when another vehicle hit her (See Tab 12 Other Agency

“The Border Patrol State” is an article written by Leslie Marmon Silko, a Native American writer, who also has written another book titled Almanac of the Dead. This article originally appeared “In the Nation” on October 17, 2014. Silko claims that the border patrol agents where racially profiling any white person traveling with a person of color, nuns, women with very long or short hair, and also white men with beards and long hair. I believe her intent of writing this article was to bring awareness to the harsh and injustice that were taking place on the highways that border patrol watched over. Silko expressed her concerns about this situation because she had fell victim to that injustice she was trying to shine a light on.…

Another factor to consider was the cartels ability to intercept encrypted radio traffic over open airways. This posed a serious problem safeguarding information in reference to law enforcement positioning and travel routes. Radio traffic was minimized using code to describe law enforcement locations or actions during the trial. As Incident Commander, I initiated specific radio codes to be used as descriptors regarding law enforcement movement and activities over open airways. This was a very effective method of safeguarding sensitive information from possible radio traffic monitoring. The Los Zetas also had scouts driving by the courthouse at random times throughout the day, especially during the time the court was in session. In order to curtail this type of activity all FPS patrol vehicles were instructed to immediately contact the command center when surveillance was noted by vehicle or from a distant building. The command post made direct notification to Laredo and Webb County Police Departments. Local law enforcement immediately responded to the last known area reported and conducted a traffic stop on the vehicle in question or checked the facility that surveillance was being noted. All occupants of the suspicious vehicle were questioned and ran through NCIC for wants or warrants. The information obtained from the occupants was then checked for local gang or cartel affiliation. All field…

With the signing of the Treaty of Guadalupe-Hidalgo on February 2, 1848, the border dividing the Mexican people was formed. The Mexican border means various things to different people. To date, 600 miles of border wall has already been built. This wall would extend from California, to El Paso, to the valley. The first reason given by the government for construction of the wall was to prevent terrorist attacks, the next was to keep illegal Mexicans out, and the most current one is to combat the drug smuggling into the United States. For some Mexicans and Mexican Americans, the border poses threats, and for others, it establishes possibilities for oneself and one’s family.…
