Criteria to determine an area as potential ecotourism destination
The area must be rich in natural attraction and conducive to adventure travel.

The area has unique features which maybe very interesting and educational for the visitors.

The area is environmentally rich in terms of the number of flora and fauna and the number of endemic species and endangered wildlife.

The area is threatened by other industries like mining and lodging which may destroy (potential) attraction.

EXECUTIVE ORDER NO. 111
ESTABLISHING THE GUIDELINES FOR ECOTOURISM DEVELOPMENT WHEREAS, it is the policy of the State to develop and promote sustainable tourism while enjoining the participation of the Filipino people in enhancing the growth and competitiveness of the Philippine economy; WHEREAS, it is the policy of the state to ensure the sustainable use, development, management, protection and conservation of the country’s environment and natural resources and cultural heritage for the enjoyment of the present and future generations; WHEREAS, the development and promotion of ecotourism in the Philippines are viable and sustainable activities that will promote the protection of our environment while contributing at the same time to the growth of the economy; WHEREAS, there is a need to establish an integrating system that shall warrant and focus government effort to sustain the viability of ecotourism development in the country; and WHEREAS, the Department of Tourism (DOT) and the Department of Environment and
Natural Resources (DENR) have issued a joint Memorandum Circular for the development of ecotourism in the Philippines. NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by law, do hereby order: Section 1. National Ecotourism Development

    According to Rual Goueva in his article Managing the Ecotourism Industry in Latin America:Challenges and Opportunities, ecotourism is a specific kind of tourism that “fosters, promotes, and acts as a catalyst for environmental protection ”. It is in his view that ecotourism strategies must pay a great deal of attention to the following: (1) economic development, (2) environmental protection, (3) cultural protection, (4) social development and, (5) political development. As a more sustainable form of tourism, ecotourism offers an alternative and highly effective means for developing and developed economies to blend their economies into the global economy and often “provides incentives to establish sustainable development strategies ”. In summary, ecotourism should concentrate on efforts to maximize the benefits of tourism while minimizing the environmental, economic, political, social, and cultural impacts of tourism. Additionally, policies have to be devised to optimize the allocation of resources from ecoturism revenues to preserve and sustain the resource base.…

Tourism is a very competitive and complex sector and many companies develop links with other businesses as a way of maximising profits. If for example Thomas cook didn’t work with other hotels, insurance companies, company picks up on arrival, Thomas cook wouldn’t make any profits, as customers wouldn’t want to book a holiday with a company who don’t take out insurance, which if an accident happened they would have thousands to pay with no compensation. Also if customers were to book with a company who didn’t book with certain hotels, you could end up anywhere without any information about it.     The term ‘ecotourism’ was coined by a marketing agency that was promoting Costa Rica as a rainforest destination and since then it has been seen as a niche market by the World Tourism Organisation, as it uses resources that are linked to the biodiversity and cultural pluralism of third world societies or countries, which have been forced into tourism as a core competency area by intergovernmental agencies for development.     The Philippines is a considered as a fast growing industrial country but is still predominantly dependent on agricultural production. However, agricultural production has been on the decline due to continuous conversion of agricultural land into residential, industrial, leisure and commercial lands. Moreover, the continued dependence on synthetic commercial chemicals has led to the loss of fertility and productivity of the soil. Over the years, however, there has been an increase in the swing from conventional to organic agriculture. Organic agriculture, seen as a niche agriculture sector, is promoted as an effective and sustainable approach to food security, farmer’s profit instigation, and resource management. Aside from organic farming, the Department of Agriculture welcomed agricultural activities that encouraged active in the preservation of the environment, such as agriculture tourism and ecotourism as an additional initiative for agricultural development. Locally, the La Top Organic Farmers’ Multipurpose Cooperative (La Trinidad Organic Practitioners MPC) has been a recipient of different assistance to promote organic farming as a viable agricultural production practice. With the development assistances, La Top was able to be a successful model for organically produced goods and evolved into a trainer, consolidator, marketing arm and as a standard for authentic organic vegetables in the province of Benguet. Despite all these successes and recognition, information on the benefits of organic farming has not been widespread. Conventional farmers are still hesitant to shift their farming production techniques. Objectives and Methodology As an alternative means to promote organic agriculture, tourism was identified as a pro-poor initiated system that can highlight the potential economic opportunities of organic farming.
