Clemence:
I think public administration is a science because it involves the study of government decision making and policies, which can help to produce more policies. At a first glance it seems easier to accept public administration as an art. It is just the administration of Government affairs and for most part it does not follow the laws of Science like absence of normative value, predictability of behavior and universal application. So, does that mean we cannot list it into a respectable category of scientific subjects?
There are many authors who ferociously defended it and argued that public administration as an area of study is indeed a Science. The earliest of them was Lorenz von Stein an 1855, a German professor from Vienna who said that public administration is an integrated Science and viewing it just as administrative laws was a restrictive definition. In modern times, categorizing public administration as Science found favor with many, the most important one being the father of American public administration, President Woodrow Wilson. We shall read more about the Wilsonian view of public administration

The idea that public administrators should be restricted to only laid down rules in the discharge of their duties is debatable, and dependent on the type of specific duties they have. Max Weber made it clear when he defined the roles for public administrators to discharge their duties. The original model of public administration spread all through the industrialized world at that time and assisted in the relative success of the industrialized economies. Guy Peters also summarized the principles of the original model by listing the major characteristics of that model. Apolitical civil service; rules and hierarchy; permanence and stability; institutional civil service; internal regulation; and finally internal and external organizational quality are all in Peters’ works.…

As a science the administrator analyzes and collects information, infers causality, assesses relationships, and tests and generates hypotheses. Trying to lead without the help of the art is normally sterile; difficult to guide without science is normally ineffective. Good administrators are probably both scientists and artists are able to incorporate the two ways of believing and of processing data. The art of instructive supervision is as new as the modern school (Dutton & Snedden, 2007). Classical organizational thinking, also expected administrative management theory, started out with scientific analysis of efficiency and work, and afterwards dealt with principles and concepts of administrative theory, such as authority, hierarchical structure, rationality and procedures.…

Public administrators are concerned with managerial efficiency in the operation of public agencies, the maintenance of ethical standards in decision-making, and improving the effectiveness (or results) of programs. Therefore, I argue for the aforementioned reasons, public administration is a profession. Additionally, most administrative personnel are specialists hired according to merit. Simply, public administrators are typically experts in the respective fields of study.…

When the Twin Towers collapsed on September 11, 2001, they made a sound heard around New York as a roar, or distant thunder. The South Tower was the first to go. Its upper floors tilted briefly before dropping, and driving the building straight down to the ground. Many people died, and many others were lucky enough to make it out alive. Twenty-nine minutes later the North Tower collapsed with much the same result as the first. The two symbols of America’s economy were gone, and not even the so-called World Trade Center Seven, a relatively new forty-seven-floor tower that stood independently across the street from the complex, remained standing. The building burned persistently throughout the day, and that evening became the first steel-frame high-rise in history to fall solely because of fire. (Online)…
