ADD Report To Officer Silva # 3809
INTRODUCTION: This is an ADD report to Officer Silva’s #3809, PC 484(a)-Petty Theft investigation.

INVESTIGATION: On 07-16-24, at approximately 0826 hours, Officer Silva #3809 and I responded to 360 N. Arroyo Boulevard regarding an active fight between two males. Officer Austin #0551 arrived on scene and detained Maldonado pending further investigation. It should be noted that Rango was standing above Maldonado upon Officer Austin’s arrival. Officer Calderon #2037 responded to assist. Upon our arrival, I saw the two male Hispanics, later identified as Victim James Louis Rango and Suspect Joshua Maldonado, in front of the Aquatic Center. It should be noted that Victim Rango was desirous of prosecution for petty theft.

Rango saw that Maldonado had his Samsung Model G cellular telephone (worth approximately $250.00) in his right hand. The cellular telephone was attached to the steering wheel with Velcro tape. Rango also saw that Maldonado had his Camel cigarettes box in his left hand. Rango had the cigarette box next to the vehicle odometer. Rango yelled at Maldonado, “What are you doing? ?” Maldonado replied, “Cigarettes.” Maldonado reportedly dropped Rango’s telephone and the pack of cigarettes. Rango was unsure if Maldonado stole any property from his vehicle. Rango drove his vehicle behind Maldonado. Rango saw that Maldonado ran east on the concrete path next to the Aquatic Center swimming pool and out of sight. Rango parked his vehicle just south of the swimming pool. Rango exited his vehicle and walked to the Aquatic Center. Rango immediately saw Maldonado walking toward him. Rango decided to grab onto Maldonado until police officers arrived on scene. It should be noted that Rango did not give Maldonado permission to take his property and is desirous of prosecution. Rango signed a Private Person Arrest form to have Maldonado arrested for PC 484(a)-Petty Theft (see attached
