Rango also saw that Maldonado had his Camel cigarettes box in his left hand. Rango had the cigarette box next to the vehicle odometer. Rango yelled at Maldonado, “What are you doing? ?” Maldonado replied, “Cigarettes.” Maldonado reportedly dropped Rango’s telephone and the pack of cigarettes. Rango was unsure if Maldonado stole any property from his vehicle. Rango drove his vehicle behind Maldonado. Rango saw that Maldonado ran east on the concrete path next to the Aquatic Center swimming pool and out of sight. Rango parked his vehicle just south of the swimming pool. Rango exited his vehicle and walked to the Aquatic Center. Rango immediately saw Maldonado walking toward him. Rango decided to grab onto Maldonado until police officers arrived on scene.
