In Article 11, of the Arizona Constitution, it is stated “…that legislature shall make such appropriations, to be met by taxation, as shall insure the proper maintenance of all state educational institutions, and shall make such special appropriations as shall provide for their development and improvement” (Hoffman & Rex, 2009.) The goal of this section of the Constitution is to ensure the safety and success of the Arizona school system. There are ten sections to this Article that include rights and regulations of students, including those that are disabled. For example, in Section 1, it states that children who suffer from hearing and vision disabilities are guaranteed a fair education. In Section two and three, the supervision of the schools and the state board members are mentioned. Other issues covered include funding and fair admission regardless of sex, religion, or politics. A 51-year-old woman developed an unusual gait related to "calf stiffness." After several months of progressive weakness, she developed a right foot drop. Within 15 months, she also described difficulty in writing, weakness of the right hand and arm, and diffuse muscle twitching with painful muscle cramps. Education is regarded as a fundamental right in the United States. Up until the 1970’s, however, children with disabilities were being denied this right. Congress passed landmark legislation to redress this injustice, beginning with the Vocational Rehabilitation Act of 1973, and culminating with the Individuals With Disabilities Education Act. These new federal laws strived to end educational discrimination against children with disabilities, by guaranteeing all children have access to a free and appropriate education in the best environment possible. To quote my initial thoughts paper “Special Education is a universal term describing education that is provided to children with a range of various disabilities.” In final thoughts, the answer to “What is Special Education?” is not so much changed but dramatically enhanced. Special Education is a general term to define the type of education provided to children with disabilities or other special learning considerations beyond that of the “normal” student. Students have been deprived of the educational rights for several years. Since the early 1900’s students were rejected for their different race, ethnicity, or capabilities. For the students who had any disability, they were sent off to intuitions away from others decreasing their learning abilities and others who were undiagnosed were prevented from having a successful educational experience. However, in 1979 a law was passed IDEA called the Education for All Handicapped Children Act providing states with money for disabled students.
