Also, in many campus shootings, professors and students could not defend themselves because those campuses were regulated to be gun-free areas. Though gun-free areas are designed to be safe zones, these shooting sprees show that they are not always safe. In fact, only criminals take advantage of such rules (Burnett). District Judge Frederick J. Scullin Jr. also disagrees with gun-control laws. He argues that there should not be any requirement forcing gun owners to demonstrate a "good reason" to receive a carry permit. He thinks such a restrictive licensing scheme deprives citizens of their rights given by the Second Amendment. "For all intents and purposes, this requirement makes it impossible for the overwhelming majority of law-abiding citizens to obtain licenses to carry handguns in public for self-defense. Thus it deprives them of their Second Amendment right to bear arms" Scullin wrote (Noble).
