1) What are "Smart Borders"?

The Smart Borders concept allows borders agents to use efficient processes to prevent border congestion explain Andreas (2009). One of the techniques permits pre-inspection points prior to reaching the border. Border agents should perform more research on travelers that are not citizens from the country where they cross the border. The Border agents should use technology to improve border-crossing time.

Wisely, President Clinton formed the committee with government officials that are knowledgeable about using the internet. He referred to the committee as "The Working group" with the Attorney General as the Chair states The Whit House (1999). The Working Group members managed agencies and had power to make and influence national policies to protect citizens and businesses. President Clinton wanted to review if the current laws were sufficient to bring criminals to justice who used the internet to assist them to conduct illegal activities.
