I would start to gather more information from Sally’s teachers. Have her teachers, or myself, conduct an A-B-C chart, or other form of recording, to determine that the function of Sally’s behavior is regarding ‘protecting’ her brother, Tom. Additionally, I would conduct a student interview with Sally.
Information that I need includes antecedents that are causing the behaviors, locations that she is engaging in fights with kids, actions that she determines are ‘making fun of Tom’. Additionally, it should be looked into how long Sally negatively engages with her peers (both in regards to this behavior as well as others), and a possible function of her behavior.

Thank you for expressing your concern about Sally to me. With your permission, to look into this matter further, I am willing and able to explore your concerns further by conducting observation time in Sally’s classrooms, discussing Sally’s behavior with her teachers, and by personally interviewing Sally (just asking a few questions regarding her behavior). Once I have completed these actions, I will send my thoughts and resources for your use via email.

Before I can complete any actions, due to legal constraints, you will need to contact all of Sally’s general education teachers, declaring your consent for me to complete the actions described above.     Hello, I am your daughter, Sabra's, English teacher. I wanted to take the time to enlighten you about her class room behavior and how disrespectful she can get towards me. Don't get me wrong, Sabra is not always discourteous. She has her days where she can be a model student in class and in others she can be my worst nightmare.     Isabella is a good student at school but she becomes very hyper sometimes. Once she completes her assignments she will get up and walk around the classroom.
