One of the first things he did in office, in 1993, was enacted NAFTA, which added Mexico to the free trade zone of the US and Canada. Though it had positive hopes, like bringing more jobs to the US, its actual outcome was lackluster. Furthermore, he helped facilitate the Dayton Accords, which was an agreement that aimed to end the ethnic cleansing of Bosnia. He helped initiate Russia into the G-7, and worked to maintain a healthy relationship following the Cold War with Russian leader Yeltsin. Furthermore one of the biggest issues facing him was his attempts to resolve the conflict between Palestinians and Israel. Failure came in the death of the Oslo Accords, set off by the death of Israel’s prime minister and an inability to reach a satisfactory compromise. The scandal that led to the process centered mainly around an affair with Monica Lewinsky, and the charges stemmed from perjury and obstruction of justice after he lied to investigators. Due to partisan leanings, the impeachment process was pushed forth by the House and the Judiciary Committee. Clinton failed to be convicted following a lack of support in the Senate. As time goes on, it will be reasonable to assume that the view of Clinton and his presidency will change to being more positive. Even in that time, a large faction of the American public didn't have a strong opinion regarding Clinton’s transgression. Many thought it was not worthy of the “high crimes and misdemeanors” statement in the Constitution dictating when impeachment was valid. Before the scandal, Clinton was on the way to being considered a good president, with successful actions. One can infer that as the scandal fades from memory, the success of his presidency will remain.
