Following the United States occupation of Chaguaramas as a Naval Air Base, the Chaguaramas Heliport came under the authority of the Ministry of National Security and housed the then Ministry of National Security Helicopter Services (NSH) which Later became National Helicopter Services Limited (NHSL), the company facilitated the transhipment of offshore personal from that location to various offshore oil and gas platforms. After the transfer of NHSL to Camden Couva, Heliport as it is commonly known was handed over to the Trinidad and Tobago Coast Guard. The audit team found there were adequate office spaces; however, there is a need for the Training and Development Centre (TDC) to have more classrooms to facilitate professional training, specialist qualification training, ordinary seaman specialisation training and external training coordinated by the Trinidad and Tobago Coast Guard. One classrooms is currently fitted with an overhead projectors, which is unserviceable at this time. There is the need to replace the existing classrooms furniture’s (chairs and tables) with new ergonomics suited furniture. The assessment of the dormitory space revealed that there is sufficient space for the male and female senior ratings attached to the TDC. The space allotted for male officer attached to the TDC was deemed to be adequate; however, there is the need to allocate a suitable space for female officers who may be attached to the TDC in the future. A keen observation within the accommodation space of the Senior Rating and Officer’s hallway is that presently the area cluttered and obstructed by lockers which will inherently hinder the potential of a smooth emergency egress. This stored ration has the potential to cater for Heliport and Staubles Bay over this period before replenishment. The layout of the main Galley is currently an occupational issue, however this issue currently being rearranged to accommodate a smoother flow of service. There is a need to replace the present galley equipment with new state of the art equipment to improve the efficiency and effectiveness of catering staff. Further to the aforementioned deficiencies, the structural aspect of the galley, such as the ceiling, sinks plumbing fixtures air conditioning and exhausted systems need to be urgently replace or refurbished to meet international standards.
Water Supply
Currently, the tank farm water supply at the Training and Development Centre is plagued with a series of issues which is preventing the base from having a regular supply of water when there is cessation of pipe borne water from the Water and Sewage Authority (WASA) to supply to the facility. This problem impacts on the efficient running of the base. With the increase of human resource on the station this issue creates a health hazard to the base. Areas such as the Galley and Heads are adversely affected by this lack of steady water
