On August 2, 2016 I received an email from Chief Miller, he Witnessed Engine forty-four out of district at Jerome’s Furniture on Mira Mesa Boulevard and Discount Tire at 5860 Miramar Road. The crew from Medic thirty-five had witnessed an argument between engine forty-four crew and a San Diego Police Officer on June 29, 2016 and reported it to Chief Miller.

I received an email from Captain Spangler stating his engineer is getting a divorce from her husband who is a police officer. She is often angry and confrontational. He has been allowing her to get her personal things in order by getting her car fixed, looking for furniture, looking for a place to live, and photocopying documents for her attorney on duty.

I met with Captain Spangler regarding these issues, he did confirm they were out of district on all occasions and while out, got pulled into engine thirty eights district for a traffic accident. He denied any altercation with the police department. I advised him to keep an eye on her since she is going through a traumatic event and reminded him of the help available to us, Employee Assistance Program, Fire Strong, and Fire Aid.

I spoke with Captain Spangler about the importance of district coverage in order to provide for the citizens in Station forty fours district. I also addressed not getting permission from the battalion chief to leave district. Captain Spangler was apologetic and regrets leaving the district uncovered, he assured me this will not happen again. This meeting was considered an oral counseling, I am confident this will not happen again, but I did remind him if it were to happen, I would have to follow progressive
