Explain the role of a government department.
• The role of a government department is to be active in foreign affairs. • A government department is to formulate and deliver foreign policy and look after the country’s interests abroad. • A government department of a country is to provide services and support its citizens that are abroad. • The FCO as a government department acts as an ambassador of UK in foreign countries. • The FCO is also involved in activities such as improving security, protecting rainforest and raising awareness in human trafficking with the local community of the country they are in.
Describe the difference between goals and objectives. How are they linked?
• Goals are narrower plans set by a country or organization. Objectives are a broader plan compared to goals. • When it comes to taking action, goals are specific actions where as objectives are more generic. • Goals are measurable and tangible where as objectives may not be tangible or strictly measurable. • Goals have a short term time frame where as objectives have a longer term time frame. • Goals are specific targets where as objectives are about purpose. • In principle goals are based on facts and objectives are based on ideas. • In order to achieve an objective, smaller goals must be achieved first.
In the FCO case study, one of the objectives of the FCO is to promote human rights, democracy, rule of law and good governance. So the goal to achieve this objective is to manage projects in china to restrict the use of the death penalty.
Analyze the skills and abilities required by a FCO Operational Officer.
1. Operational Officers need to be good communicators with the locals. 2. A FCO Operational
