Fda Bureaucracy Case Study
I would be writing about interest groups and bureaucracy. The FDA bureaucracy article in a way stresses the importance or impact of the executive agency in carrying out its functions. I find testing how politicians try to sway the FDA (and other administrative agencies) in a way to suit their purpose is both necessary and may have a potential for undermining the administration. I thought the research question is of high importance; being able to test the efficiency (in terms of timeliness and quality of outcomes) of an administrative agency using the FDA as a case study. While different agencies will have their peculiarities, it is still necessary to be able to assess them this way. A drawback to this test could be something entirely unrelated

    When the word “bureaucracy” first appeared over one hundred years ago, it actually indicated something positive. Prior to the Industrial Revolution, governments were run via the simple exercise of power by ruling authorities. However, as growing populations made this process unwieldy and inefficient, it became clear that a new kind of administrative system was necessary. It was German political economist Max Weber who coined the term “bureaucracy” to describe a new theory of administration that brought the same logic to government work that the assembly line brought to the factory – a rational and effective method of organization. Bureaucracy began as an administrative system of bureaus and departments staffed with a hierarchy of nonelected officials who discharged their authority by following fixed policies and procedures. However, as bureaucratic administrations grew to match the needs of government, these policies and procedures became characterized by excessive red tape and routines so rigid and complex that they impeded effective action instead of facilitating it. In time bureaucracies became not only ineffective, but problematic. Eventually the term “bureaucracy” became associated with administrative systems so complex and unwieldy that they had come to dominate and even abuse the people they were intended to serve. That this aspect of modern postwar life is given so much weight in a novel set during World War II indicates just how destructive an influence Heller felt bureaucracy had become in our lives.     The current government regulations I researched pertain to the clinical guidelines and the civil rights of persons living with HIV/AIDS in Portland, Oregon. Many people living with HIV/AIDS, at some point during their illness, find themselves in need of housing assistance and support services. Stable housing promotes improved health, sobriety or decreased use of alcohol and illegal drugs, and, for some, a return to paid employment and productive social activities. As the number of people living with HIV/AIDS continues to grow in both urban and rural areas throughout the United States, stakeholders must find new ways to address their needs to promote the health and well-being of these individuals and their families. Increasingly, maximizing the resources available to people who need them requires partnering across mainstream housing and human services systems to ensure continuity of care, program efficiency, and that there is “no wrong door” to assistance for clients at risk. The United States Department of Health and Human Services recommended public health law reform as part of its Healthy People 2010 initiative. Public health law in many states is ripe for reform. Oregon state legislature has suggested that existing state statutes are ineffective in responding to contemporary health threats for many reasons. These statutes pre-date modern scientific and constitutional developments and lack adequate standards of privacy, due process, and risk assessment. Forty percent of Oregonians with HIV need housing assistance, and a survey of Oregon service agency representatives cited the lack of affordable housing as the number-one barrier to stability for Oregonians living with HIV/AIDS. Critical issues were identified and recommendations developed to improve the ability of these systems to cooperatively meet the housing and services needs of people living with HIV/AIDS in Oregon.…
