The Issue The Supplemental Nutrition Assistance Program (SNAP), a revision of the food stamp program initially established by the Food Stamp Act of 1964, supplements the nutritional needs of people whose income falls below a specified level (Dubois). The purpose of this program is to end hunger and improve nutrition in the United States. It is available to all households on the basis of financial need, regardless of age, family type or disability. In response to the War on Poverty, and the push for antipoverty programs, the Food Stamp Program was enacted in 1964(Segal). The Snap program is ran by the United States Department of Agriculture (Kuhn). The program was created to support not supply families with all the food they need. In 2008 the name of the program was changed from the Food Stamp program to Supplemental Nutritional Assistance Program (Segal).Today the program distributes debit cards with a set limit that families may use to only purchase qualifying food items. It is the largest non-categorized federal welfare program, serving approximately twenty seven million people per month including fourteen million children (Kuhn). The new program mandates an applicant that wants to receive SNAP have a job working 20 hours per week, averaging 80 hours a month, or participate in a work program. A person must comply with the work requirements aspect of the program or qualify for an exemption. There are many reasons a person can be disqualified from the program. Refusing to accept a job due to less than desired wages, quitting a job without good cause, refusing to submit all required documentation and/or intentionally reduces work hours. If a person is found to not follow the program requirements, they will be disqualified from the program or until all issues can be resolved. There are many strengths as well as weaknesses to this policy. The new requirements will require individuals to stay employed, because they will realize they need income in order to receive SNAP. The new system will also allow families in poverty to become socially and economically independent. Recipients will also maximize heir strengths and abilities to become gainfully employed striving for better jobs with more pay and
