The Center for Parent Information and Resources, gives the following explanation of procedural protections, “to inform parents completely about the procedural safeguards available under IDEA. These represent their rights as parents and the protections they have—and their child as well—under the law and its implementing regulations.” In my experience, we offer parents a copy of the procedural safeguards when; 1) a parent brings their child in for an evaluation, 2) at annual IEP meetings.
