In the current digital age, all business have been following closely the development of information and communication technologies (ICQ). Following the trend, businesses apply ICT to manage their resources so as to improve performance efficiencies in fulfilling service requests. As part of the social service sector, HKCSS are on the same course of making beneficial use of ICT. With the benefits ICT introduces to their operation, they deliver more effective performances, and serve the society in a better and sustainable manner.

In society, there are still a number of disadvantage groups for which people cannot pursue a better living quality and suffer from a weakening competitiveness because they cannot easily access computers, Internet and other information technologies. This "digital Gap" between the haves and the have-nots is rapidly widening, and it highlights the phenomenon of "Digital Divide".
