PM 571 Time-constrained and Resource-constrained Projects
A time constraint refers to the confines on the start and end times of each task in a project 's critical progression of tasks that cannot be deferred without delaying the whole project. A resource constraint refers to the restrictions on staffing, equipment, and other resources obligatory to complete a project (Basu, 2013). This week’s paper will evaluate the distinction between a time-constrained project, and a resource-constrained project. In addition, the paper will explain in detail what businesses typically have time-constrained projects, resource-constrained projects, or sometimes both.
At the onset of a project a project manager must ask themselves if their project’s critical path is delayed will resources be able to get it back on track. If the answer is yes, it is a time-constrained project. “A time-constrained project is one that must be completed by an imposed date. If required, resources can be added to ensure the project is completed by a specific date. Although time is the critical factor, resource usage should be no more than is necessary and sufficient” (Larson & Gray, 2011, p. 257). Retail stores may have a time constrained project. The store may want to open before the holidays. For that to happen, the construction of the store and the staff would need to be trained by November. If the construction were to be delayed, everything else would be delayed, which would result in not opening in time for the holidays.
A resource-constrained project is problematic for project managers. Resource-constrained projects have static resources offered, meaning that the amount of resources are limited and fixed. The resources could be any form such as employees and equipment needed. When these resources are fixed, it is difficult to attain additional assets. A project manager must select carefully the uses of their resources and assign the
