He believes that the people cannot control the government, their voices will not be heard since opinions will not be agreed upon. Therefore, the only role citizens have is to vote to bring someone in power. Our voice is only heard when electing someone. Schumpeter also states that, “If results that prove in the long run satisfactory to the people at large are made the test of government for the people, then government by the people...would often fail to meet it,” (Schumpeter 1950, 256). This means that government made by the people does not ensure that society would be better for the people. However, this takes away from the heart of democracy. The people are the ones who are living the effects and consequences of laws and policies. Although Puerto Rico is not treated properly, even though they are a territory of the United States, there are still people who want to strive for statehood. There are people who still have hope that the United States will give them first-class citizenship, provide for them the security and progression they want and need. Consequently, the type of coalitions that will unite against the idea of independence, will be those who want statehood or prefer to stay as an unincorporated
