PURPOSE SECTION
A BILL TO BE ENTITLED
Nutrition and Health Act of 2017
FOR the purpose of the health of the people of this country, something must be done to help the people stay healthy and know that they are healthy with the foods they are eating. Ever since GMOs, genetically modified organisms, were introduced, the rates of many disorders such as autism greatly increased. Many chronic illness rates were doubled to date. This bill’ purpose is to have all foods in the state of California to be fully checked and have been certified GMO or non-GMO, and if they are GMO, it will be marked clearly to see on the product that it is GMO, and will have a warning on the possible effects of it. it possible for all consumers to know what they are eating and how it will be affecting their health and/or lives.
PREAMBLE
1 WHEREAS, many disorders and allergies have increased greatly in the past few years
2 since GMOs were first introduced; and,
3 WHEREAS, if GMO crops aren’t put to an end, they can spread anywhere, for their seeds
4 are also genetically modified, and soon will be impossible to stop if not paid attention to;
5 and,
6 WHEREAS, GMOs are consumed by many organisms other than us humans and they
7 harm the environment and these creatures greatly, as populations of many organisms are
8 decreasing by this; and,
9 WHEREAS, Producing GMOs overall can be dangerous and may end up very badly with
10 much problems in the plant like toxins, nutritional deficiencies, and allergens; and, 11 THEREFORE BE IT ENACTED BY THE CONGRESS of THE UNITED STATES OF
12 AMERICA that we have way to inform all consumers of what they are consuming and
13 taking into their body and that these unhealthy GMOs would be lessened in our country.
14 Section 1 - ENACTMENT CLAUSE
15 Every food product made with, containing, or having to do with crops have to be checked
16 and certified if the product contains any GMO. If it is not GMO, no further actions are
17 required. However, if the product does contain any trace of GMO, it must be clearly
18 marked on the product that it contains GMO. There must also be an explanation of what
19 GMOs are and what possible effects on the consumer’s health it may have so that the
20 consumer is fully aware of what is going into their body by eating the food product. In
21 addition to getting their food products checked for containing GMO or not, food
22 companies must pay a the government a fee of 5% of the cost of each of their GMO
23 products put to market. 50% of that money will go to the government’s general funds,
24 and the other 50% will not be used for anything that has to do anything other than foods.

26 Section 2 - ENFORCEMENT
27 The department in government that shall be responsible of this bill will be the
Food
28 Safety and Inspection Service. Other than that, known as the FSIS. They will have the
29 responsibility of having any kinds of foods containing and/or made with crops carefully
30 examined and checked to be containing any GMO or not. If it is containing any trace of
31 GMO, then the producer of that product must be ordered to put a label either on the
32 product box, wrap, ...etc. They must also have written clearly in Helvetica Regular font
33 no smaller than 7 point in font size, the possible effects and health problems of what can
34 happen if one consumes GMO. The FSIS will also make sure that the food company pays
35 a fee of 5% of the price of each individual GMO food product they put in the market.

37 If any food company contains any GMO in their product and fails to get their product
38 checked before it is put into market, that company will need to pay a $1,000,000 penalty,
39 plus 5% of their profits earned the past 90 days. If a GMO food company fails to pay the
40 fee on 5% of each of their products’ price, they will be given a penalty of $1,000,000.
41 Any food company containing no GMO in their product fails to get the product checked,
42 they will be paying a penalty of 5% of their earnings in the past 90 days.

44 Section 3 - CLOSING SECTION
45 The Food and Nutrition Act of 2017 will take place in August 1, 2017

47 SECTION 4. All laws in conflict with this legislation are hereby declared null and void. Introduced by,
