A host nation’s constitution and laws must play an essential role in security sector reform.
- Rule of law and Human rights must be established in order to achieve a long-lasting peace as well as the economic prosperity of the state going thru the security sector reform.
- Transparency establishment should be one of the main priorities for all participants. Actors in security sector reforms often have different missions, objectives, and agendas (even occasionally confronting the overall end state).
None of the aforementioned will guarantee a successful security sector reforms and establishments if constant evaluation and reassessment are not conducted, as well as challenges and risks are not reduced. The key challenges in developing a security sector may include and limited to following.
- Institutional (agencies, organizations, services) differences in resources, objectives, goals and occasionally in vision and approaches. Some of these differences may cause frictions between military and civilian partners.
- Understanding the perspectives of others and trying to consider what others are thinking and feeling and how their points of view
