One of Cpl. Snipes’ responsibilities is inventory control and purchasing equipment for the unit. The unit and each team member are assigned a large amount of equipment and several specialty vehicles. Cpl. Snipes keeps detailed records and updates the master database when changes are made. This includes issuing gear and weapons to new team members as well as seeing these items are returned when there are changes made in assignments.

Snipes has planned over ten search warrant operations during this rating period. Occasionally the operations he is assigned to plan involve more detail, are more complex or involve unusual or special circumstances. Cpl. Snipes understands what is needed in a search warrant entry plan and what areas are likely to raise concerns or possibly cause problems. He plans for these areas and informs me of them early in his planning phase. The following are examples of Cpl. Snipes’ job knowledge in this area. Report #15-44486 occurred at 1705 E. Caravan #C. This incident involved a search warrant where the targets of the investigation had lengthy criminal histories involving weapons. Credible information was developed that indicated there were multiple weapons located inside the residence. This location was surrounded by a wooden privacy fence, housed several outbuildings, contained several surveillance cameras and had an unusual approach to the entry door that was hidden from view outside the privacy fence. Due to the listed information Cpl. Snipes and other team members conducted a scout of the residence after dark on the days preceding the service of the warrant. Cpl. Snipes is tasked with being the Team Leader in my absence. He is responsible for day to day operations as well as the supervisor during callout situations. I have complete confidence in his abilities and decision making when I'm absent.
Initiative/Problem Solving
Cpl. Snipes does well in the area of initiative and problem solving. He has become proficient in submitting collateral leads to other USMS offices and documenting case leads and arrests in the USMS reporting system.
Cpl. Snipes is tasked with scheduling and curriculum development for full team training days. This is a challenging endeavor to keep the training fresh, new and challenging for seasoned operators. In March of 2016 a full week of training was held. Cpl. Snipes secured the former CBC campus for training. This was a fresh training venue for all involved officers. Cpl. Snipes designed several scenarios that incorporated the crisis negotiators as well. It was a very productive week with minimal down time that kept all team members engaged.
Cpl. Snipes is often tasked with researching, requesting price quotes and purchasing specialty equipment for other officers and different units. He takes these additional assignments in stride and completes them to the best of his ability while maintaining a positive attitude.
Decision
