Part One: Understand the organisation and its context
1.1 Describe the legal entity of GMFRS and the legal implication of that legal entity on the structure and management of the organisation
The legal entity of GMFRS lies primarily with The Fire Authority. The Greater Manchester Fire and Rescue Authority have a legal responsibility to ensure that an effective fire and rescue service is provided across the city region. The Authority is made up of thirty elected councillors and each is appointed annually by the ten Metropolitan Borough Councils across Greater Manchester to govern the Service. The Authority is also part of the Association of Greater Manchester Authorities (AGMA) and associated bodies. The primary duties of the Fire and Rescue Authority are contained in The Fire and Rescue Services Act 2004, and require the provision, training and equipping of the Service to undertake:
1) Fire fighting
2) Protection of people and property from fire
3) Fire safety promotion
4) Road traffic collision rescues
5) Other emergency responses to civil emergencies
We also play a major role in civil protection and ensuring there is an integrated approach to handling larger civil emergencies.
The Civil Contingencies Act 2004 defines the roles and responsibilities of the Fire and Rescue Authority alongside other regional public bodies, including: police, ambulance, local authorities and some private sector organisations, including utility companies. The Authority is also responsible for:
1) Ensuring that buildings remain safe from fire by enforcing the Regulatory Reform (Fire Safety) Order 2005
2) The safe operation of petrol stations through the Petroleum
