I. INTRODUCTION
The present-day type of public administration should efficiently and effectively answer the tests and prerequisites of the emerging technical world. Shared services have to embrace around the needs of citizens and businesses instead of focusing on the needs of the government.
The vast use of information and communications technologies or ICT should enable the government to address the important aspects of public service and be able to meet the demands of the ever changing requirements of the new generation. It is also expected to promote transparency that could lay out an honest to goodness management of the affairs of the state.
The Philippine government cannot take for granted the technological development that is happening globally; they therefore should step up to meet the fast changing world needs in order to be one in the aspirations of an interconnected earth, no boundaries, no barriers, no limitations. II. MAIN RESEARCH QUESTION OR ARGUMENT
Can e-government answer the call for a public administration that is fast to respond to any situation? Can this be the remedy in having a clean and honest government service?

In 2002, Many Filipinos do not look forward to dealing with government. Many are frustrated with the bureaucracy and its myriad agencies handling different functions. A recent survey of business executives rated the Philippines “as having a pattern of worsening bureaucracy” The bureaucracy is seen not only as ineffective but also wasteful. According to a United Nations study on public administration in the Philippines, public opinion generally regards bureaucrats as not honest, not transparent and not neutral. Mahar Mangahas of Social Weather Stations reports that “in the past decade and a half, corruption has been the second-most common subject of public dissatisfaction with government, after
