Philadelphia has experienced an increase of charter schools, which are currently experiencing severe backlash for their lack of oversight and general disorganization, all while sharing the budget with public schools. Equality is ensuring individuals or groups of individuals are treated fairly and equally and no less favourably than others. Equality is about the rights of the learners to attend and participate regardless of age, sex, race, gender reassignment, disability, religion or belief, sexual orientation, marriage/civil partnership and pregnancy /maternity. Diversity is about recognising and being tolerant of different views which individual people have, in terms of cultural backgrounds and different lifestyle choices relating to any characteristics they may have. A diverse society is what we have as every individual has a different culture, belief and life experience to the next. Inclusion is about including all the learners in ‘relevant activities rather than excluding them for any reason either directly or indirectly’ (Gravells 2008). ‘Every learner has the right to expect that they will receive high quality learning appropriate to their needs and circumstances ion a safe and healthy environment.’ (Success for all: DfES 2002). Inclusive teaching and learning is possible when promoted. In order to achieve this I combine both the training cycle and the learning styles from Kolb and Fry. These include using Concrete experience, Abstract Conceptualisation, Active Experimentation and Observation and Reflection. Learners the mixing up of which produces the learning styles that best suits a learner, ie; Converger, Diverger, Assimilator and Accommodator. By ensuring the lessons accommodate all learning styles all learners will feel inclusion. Along with the learning styles I would include relevant resource materials . First of all, there is the question of who gives a better education. There has not been much difference between the two. In a study done by the Center for Research on Education Outcomes (CREDO), mixed results were found. For example, charter students in New York only 25% percent of students were proficient or above in English. That percent is less that in public schools. There is also a similar story in math. Public schools had 35% proficiency, while charters only had 30%. Though this may be true in New York, it is not in Chicago. When I first started school at the very young age of six I remember stepping through the stone threshold and into a huge elementary school with diverse attributes like height, nationality, personality and race. It was amazing to see all the diverse people at the school including myself! I thought to myself that I wouldn’t fit into school with the other kindergarteners at first but I actually did because most of the kids in my class lived in my neighborhood. It felt so awesome to be in a diverse class with students that welcomed you with an open heart and even felt better to be getting an education than just sitting at home for five years and sleeping, eating, playing and drinking in a diaper. Last year, Margaret E. Raymond, et. al., published the report “National Charter School Study 2013,” called CREDO 2013, on academic performance of students between charter schools and traditional public schools (TPS). The survey covered 27 states and District of Colombia, and the observation was conducted on 1,532,506 charter school students with a matched group of students from TPSs. The report concluded that when considering the academic student performance, 25 % of charter school students were estimated to have greater score than comparable TPSs’ students in reading comprehension, and 25% of charter school students were estimated to have greater score than comparable TPSs’ students in Mathematics, whereas, 19% of charter school students were estimated to have lower score than comparable TPSs’ students in reading comprehension, and 31% of charter school students were estimated to have lower score than comparable TPSs’ students in mathematics. Buckley and Sattin-Bajaj (2011) used and analyzed data from the New York State School Report Cards and noticed that ELLs were consistently underrepresented in charter school populations across the three years of their study. Interestingly enough, they also claim that students who qualify for reduced-priced lunch are overrepresented. Frankenberg and colleagues (2012) came to s similar conclusion, implying that charter schools are linked with sorting students by socioeconomic status. Additionally, they pointed out that approximately one in four charter schools does not report data on low-income students, and there is a similar lack of information on ELLs. Moreover, the authors state that numerous state charter laws contain no provisions regarding ELLs, and charter schools educate significantly fewer students with disabilities than regular public schools.
