Background and Theoretical Framework of the Study
Introduction of the Study On August 16, 1999, the first version of what is known as the Reproductive Health Bill is filed in the 11th Congress as House Bill 8110. Nothing came out of House Bill 8110. In the succeeding 12th Congress, Rep Bellaflor Angara filed a similar bill. House Bill 4110 was the first bill to be called the Reproductive Health Bill. The bill was refiled and refiled until it made progress in the 14th Congress. It reached the stage in the legislative process where the entire House could debate it in plenary. The national debate, the war, began. Lagman, Iloilo Rep Janette Garin, and Akbayan Rep. Risa Hontiveros took the cudgels for the Reproductive Health Bill (Rappler News, 2012). Everyday was a struggle and everyday was difficult. The length of interpellation and debate as well as the period of individual amendments would really be trying times. You have to be patient in order to see through the enactment of this measure (Lagman, 2012). Lagman and Garin continued to defend the bill in the 15th Congress. Akbayan Rep. Arlene Bag-ao took on the cause from Hontiveros. The debates took forever. It was science versus religion. It was going nowhere. But all of a sudden in August 2012, the House leadership prevailed over the members to agree to vote on the termination of the debates (Rappler News, 2012).
On August 6, the House of Representatives voted to end the debate and begin the period of amendment on House Bill 4244 or The Responsible Parenthood, Reproductive Health And Population And Development Act Of 2011 (Philstar News, 2012). The senate tackles the bill, with Enrile enumerating 17 amendments he wants to make. Recto also introduces his own amendments (Interaksyon News, 2012). I must emphasize the need for this RH bill.
