Toyota Vehicle Observation Report
I was traveling south out of the I-35 Belle Plaine rest area when I observed a gold Toyota truck cross the fog line and make two lane changes without using a signal. The vehicle was followed for about 5 miles until it was stopped at south I-35 mile marker 19. When I made contact with the driver I asked for his DL and Insurance. The driver was identified as Joshua Aaron Hansen with a TX DL# 28841838, Hansen was driving a 2002 Toyota truck with Vin #5TBRT38152S294792. I asked Hansen why he was driving all over the road and not signaling his lane changes. He said it was due to him messing with a portable DVD player for his son who was in the back seat of the truck.

Hansen's information was ran with Su911 to check if he had a valid DL and if he had any warrants. Dispatch advised that Hansen's DL was expired out of Texas. I also had them run Hansen in Kansas to see if he a valid DL, Dispatch advised his DL was also expired out of Kansas. Dispatch also advised Hansen had a warrant out of Lyons Co. I asked if they could verify if the warrant was good to arrest

Hansen was told he had a warrant out of Lyons Co. and that he was under arrest. Hansen was cooperative and turned around, I placed handcuffs onto his wrists and checked for proper fit and double locked them. Hansen was then searched for weapons and contraband then placed in the back passenger seat of my patrol vehicle. The female passenger was not the boys mother so Hansen wanted to use his phone to make arrangements for his son to be taken care of. I got the phone from the female passenger and dialed the phone for Hansen, he spoke with his father and told him the truck and is son would be released to Christina Campbell. When he was done talking I took the phone back to the truck and asked if I could see Campbell's DL# 24045321. I had dispatch run the DL, they advised it was valid.     On 12-29-2016 at approximately 0315 hours, a 2015 Nissan Altima was westbound on Boyette Road in the outside lane, approximately .37 miles east of and approaching the intersection of McMullen Road. The driver of Nissan did not see Pedestrian 1 enter the roadway from the north road edge.
