1.1 When and how did it start in the Philippine Setting?
The National Water Resources Board (NWRB) was created in 1974 as the authoritative national organization to coordinate and integrate all activities in water resources development and management. Its main objective is to achieve scientific and orderly development and management of all the water resources of the Philippines consistent with the principles of optimum usage, conservation and protection to meet present and future needs. The mantle of authority of NWRB is derived from Presidential Decree (PD) 424 (NWRC Charter), PD 1067 (Water Code of the Philippines) and PD 1206 (Water Utilities).

The Metropolitan Waterworks and Sewerage Services (MWSS) is mandated from Republic Act 6234 which states the basic goals of the System is to have proper operation and maintenance of waterworks system to ensure an uninterrupted and sufficient supply and distribution of clean water for domestic and other purposes and the proper operation and maintenance of sewerage systems in its service area which includes the whole of Metro Manila and parts of Cavite and Rizal.
• the Local Water Utilities Administration (LWUA) was created through Presidential Decree No. 198, also known as “The Provincial Water Utilities Act of 1973,” which was signed into law on May 25, 1973 to promote the development of provincial water supply in the Philippines. LWUA's establishment was the national government's response to the problems affecting the provincial water supply, among them funding problems, institutional weaknesses and technological inadequacies.
