The now-popular (and standard) eight-hour work day was made obligatory, and factory workers were given the right to supervise their enterprises. Earlier, Kerensky had planned an election for the end of October, and Lenin gave permission. The results of the election made the Bolsheviks the splinter group in the Constituent Assembly. Lenin then tried to appeal over the head of the assembly to the people. By January 1918, the council was completely demoralized and stopped functioning. During this, Lenin still had to deal with the war, his calls for negotiated peace failed and he ended up bargaining directly with the Germans. The bargain came down to suffering a crippling loss of land to the Germans or a total collapse of government. He chose to lose Ukraine, Finland, and Russia’s Baltic and Polish
