Why did Japan attack Pearl Harbor? What was Pearl Harbor? Pearl Harbor was a navy base for the U.S. On December 7, 1941 Japanese planes and submarines made a surprise attack on Pearl Harbor, Hawaii. What was the reason behind Japan’s attack on Pearl Harbor? There were at least three reasons why the Japanese attacked Pearl Harbor. There were the U.S. expansion, the embargo, and Japan’s expansion.
