David Wilmot propose the Wilmot Proviso in 1846 which would ban slavery in the territories won but was quickly shot down. After which, the Compromise of 1850, which was created by Henry Clay among others, was made to deal with the balance between slave and free states. It was designed to protect both the Northern and Southern states and their interests. Upon California’s admittance as a free state, one of the provisions they created was the Fugitive Slave Act.
