Bigger classes are harder to control meaning there will be more distractions than in smaller classes which makes learning worse. Also teachers will have an easier time teaching without lots of kids getting distracted.
On the other side, it cost more money. "Lowering class size means hiring more teachers ,which many states feel they cant afford right now."
