Government policies require public sector agencies ( for example, PCTs and Las ) to work co-operatively with each other and other organisations in the private and voluntary sectors. These relationships areformalised in local partnership agreements ( LPAs )to improve the services available for different individual groups. LPAs set partnership goals and identify how the partners will achieve these. Local Area Agreements ( LAAs ) are agreements drwn up between local and central government to ensure that LAs meet their local needs in the context of central government policies and priorities. Lack of funding and government cuts, lack of specialist training and keeping up to date with new guidelines and regulations, lack of trust and belief with the companies and the responsible bodies such as social services, the police, care providers and care staff and the families of the victims, sharing information with various outsiders who have input to the care given. All these reasons have understandably given the public a huge concern for the sector.

The media have issued a lot of publicity stating how care companies, social services, regulators have let the Service Users down.
