Introduction
1.1 Background to the study
The crux of Agricultural extension is to bring about changes, through education and communication in farmers attitude, knowledge and skills so as to improve farmers’ general welfare.

Therefore, competency is a sufficient quantity of knowledge, skill and ability to accomplish a particular task or purpose. Mitchell (2002) advised each extension professional to possess personal strengths, capabilities as an educator, capabilities in information technology and expertise in their academic specialty. According to Mitchell (2002), employees are the most valuable assets of the extension system. To enhance the competency of extension professional value, training opportunities that are focused on areas relating to competency needs should be stressed.
A competence assessment is designed to evaluate individual knowledge, education skills, experience and proficiency to perform those assigned responsibilities. Comparing competency needs of extension agents is recognized as an important element among extension services and seen as a critical factor in the success of the organization.
While it is important to recognize the roles of the farmers in food production and agriculture, it is even more important to increase their agricultural productivity. The agricultural extension, therefore, is a broader concept which emphasized implementation of projects, delivery of knowledge and information. The system is also an avenue for mutual interaction and opportunity that help people to develop solutions to their problems. Extension then is much related to a leadership function in the community. So, an extension worker is not simply seen as a technical innovation motivator, but is gone beyond a human resource development leader to help in institution building and mobilization of resources in the community (Khalil, Ismail, Suandi and Silong 2008).
