This case study involved William Robertson, who served as Director of Street Services for the city of Los Angeles from 2003 to 2011. Robertson utilized “multiple tools in his efforts to manage relationships with his stakeholders (Cooper and Bryer 2007).” Robertson never ran from interacting with the community and its citizens always showing them that he had a general concern for their issues and was working to solve their problems. Robertson felt it was important to attend neighborhood council meetings to hear the citizen’s problems and partner with them on a resolution. This practice resulted in increased supporters for his department as well as increased funding. Robertson had the philosophy of leading from the front, a practice he learned in the Marine Corp; this practice as well as empowering his lower level employees resulted in the development of “strong, mutually supportive relationships across all levels of the organization (Cooper and Bryer 2007).” Robertson further maintained positive relationships with other managers collaborating with other agencies citing that this practice “accepting responsibility for the quality of life of all aspects of the city (Cooper and Bryer 2007).” Additionally, he streamlined decisions and processes by embracing technologies available resulting in increased efficiency of his agency.

Robertson brilliantly utilized his skills and tools obtained from life experiences to meet the goals for the agency. Robertson stated that he “can go political behind the scenes”, but never forgetting the people that he was serving. Keeping in mind that he still had to achieve budgetary goals and had to answer to a city council demands; Robertson was still political in his methods of dealing with all of the various factions without losing sight of their respective needs.     In today’s modern society leadership in the police force is very important to the existence of the community. There is a belief that “the age of modern leaders is declining” but I believe that Sheriff Chuck Wright is a modern leader (Ages, 2011). I had the pleasure of watching Sheriff at a Town Hall Meeting in Spartanburg County where he addressed the issues that were plaguing the citizens of the county and some of his recent comments that had been in the media. Sheriff Wright stood by his record as a leader in Spartanburg County. He spoke in front of hundreds of people packed into a meeting room to listen to him discuss protections tips, including everything from cutting back bushes around home to carrying guns. In my opinion for someone to be a positive leader they must put the department’s goals ahead of fulfilling his personal needs of achievement. Since, his election in 2005 Sheriff Wright has continually but the department ahead of his own individual goals. Leadership requires that the leader knows exactly the importance of their influence on the outcome of events and is willing and proud to play a role in that process. To be a leader one must possess certain skills and characteristics. One must be confident, a good judge of character, well rounded, mature, “intelligent, honest and self-confident and have exceptional social skills” (Daft, 2010, pp. 19).     In my culture and/or stakeholder assessment of the Washington Suburban Sanitary Commission (WSSC), I found an array of artifacts to be true. It is an extremely large, multi-layered organizational structure that starts with an entire WSSC governance and Board of Commissioners who oversees more than forty positions and departments. Decisions are made from a very top-heavy standpoint meaning that commissioners, the general manager, executives and managers in high level positions tend to make the ultimate judgments regarding the organization with little or no input from lower level employees. “Many staff at WSSC appear to believe that the utility’s long tradition of successfully providing water and wastewater services is a result of its very conservative approach to management,” (Malcolm Pirnie, p. 2-50). Further proving the fact that WSSC employees have no involvement in organizational judgments, “437 WSSC staff are represented by the American Federation of State, County and Municipal Employees (AFSCME), AFL-CIO Council 67 and Local 2898,” (Malcolm Pirnie, p. 2-10). These 437 employees rely on unions to monitor and make sure they are working in a safe office environment. Another major artifact that is evident in the assessment of WSSC is that “The WSSC lacks sufficient internal driving forces which encourage and reward innovation and efficiency,” (Malcolm Pirnie, p. 2-50). There is no reward system in place that recognizes their employees’ hard work, or better yet, employees that go above and beyond. Also, the physical environment is very dull and cement-like and the employees work attire is either a uniform good for working in the plant, or casual shirt and slacks. This sets a tone about WSSC that employees are not given preferential treatment and working amongst such conditions can make an employee less than ecstatic about coming to work every day and performing well at their job.…
