Lt. Pasko typed a confidential that is included with this investigation. The following is a summary of that confidential.

On Friday 11/6/15, Lt. Pasko attended a nuisance meeting regarding the Ace of Spades bar. Prior to entering the meeting, he spoke with AFD Lt. Tom Whately. He asked him specifically about some information he received earlier in the day regarding Officer Northup. Whatley told him he attended a meeting at the Ace of Spades on 8/7/15 during the day along with city building department personnel, Wes Tucker the bar promoter, and an architect for Tony George, who is the owner of the building. Officer Northup was there, identified himself as an officer, but appeared to be representing the interest of the bar. Lt. Whatley

This meeting was to make the owner aware of the nuisance issues and why the building was labeled as uninhabitable, the fire alarm and fire suppression system had been removed, the walls were down to bare studs in some area among other problems. Repairs had been made without the needed permits. Lt. Pasko had spoken to Lt. Whatley prior to this meeting and Lt. Whatley expressed his concerns about how Officer Northup appeared to represent the bar’s interests at the meeting on 8/7/15 and not the police department’s …show more content…
Pasko had concerns that officers were working an extra job assignment and had not been made aware that the building was uninhabitable and also that an Akron police officer knew that no one should be in the building but made no effort to report this up his chain of command. Lt. Pasko had also received information that Officer Northup would go to the State Liquor store while off duty and pick up the liquor orders for the Ace of Spades bar. Lt. Pasko thought that Officer Northup attending the meeting on 8/7/15 and representing the bar owners interests and not the police department, him picking up liquor for the bar, working the extra job when the building was not habitable and him not informing the department that the building was uninhabitable as well as the tome of the texts all in totality gave the appearance of impropriety by Officer Northup. Lt. Pasko also had concerns that officers working the extra job at the bar received $35 dollars an hour which was above the agreed upon rate that is set by the Chief of

In many cases, the subculture of a unit can be so entrenched that actual department policy is never exercised. Department policy’s need to be explained and taught to every officer in the unit. Clear and decisive policy’s need to be drafted by all members of leadership. If an officer violates policy after they are explained and initiated, leadership needs to make an example out of them. He showed me around the station, showing me the kitchen area (fully stocked), the filing room, their office area, and the two jail cells. At 8:16 we departed from he station to begin patrol around Taneytown. Traveling through the town, we received several friendly waves, though the occasional car would flash their headlights at us. The overall reaction of the citizens to the police was positive, especially from where the businesses were. The area that the station receives the most calls from is Carnival Road, where there are small, single family houses. Many of these houses are unfortunately not well maintained, though there are still a handful of houses that were well cared…
