It is essential to understand that people, both men and women, do actively and willingly engage in sex work; the reality is, it is not going away. It is my opinion, and indeed the opinion of the Government of Canada, that some forms of sex work should be legalized.
Harm
The state, through legislative decree, ought not to be able to limit or prohibit the activities of an individual or individuals who are willing to actively or passively participate in the sex work. Such limitations or prohibitions would increase, and indeed have been demonstrated to increase, the potential for harm against these persons.

Shifts in society
At the societal level, those who participate in the sex-trade, whether as consumers or workers, often face stigmatization that necessarily limits their ability to fully and actively engage with society on a level that reflects any form of acceptance. Such stigmatization, may be mitigated or perhaps eliminated if the government were to legalize some forms of sex work. With that said, it is understood that sex work, and those who participate in its activities, will always encounter resistance from those who formulate their world views from religious, paternalistic and or authoritative positions.
While the reduction of stigma may not necessarily happen over night, it is my opinion that most people, overtime, will come to accept the sex work as being a normal part of the fabric of the labor market. This normalization of sex work will not only benefit society, but it will also bring about better understandings of those who willingly enter the
