The debates started when Lake Lanier was created for water benefits, such as hydropower and flood control. The Flint Water Crisis began with a decision about cost as many poor ethical decisions are. Flint wanted to switch from Detroit water to the Karegnondi Water Authority (KWA) and enlisted ROWE Professional Services to facilitate this transition. The switch was said to be more reliable, equal in quality, and reduced in price compared to Detroit water (Connexions, 2013). In April of 2014, residents in Flint were exposed to lead-contaminated tape water after Flint switched the water source from Detroit water to Flint River. Most of those residents were black and poor. As the director of the regional Emergency Management Office I have received an official report that the water supply of several towns in the area has become contaminated with a life threatening biological agent. Contamination of the water supply is an extremely delicate situation. People lives are I immense danger. Several people have been rushed to the emergency room because of the water supply being contaminated. There is no solid information on how our water supply was polluted. The hospital has reported that the people that are being treated are experiencing symptoms of nose bleed, vomiting, diarrhea, headache, blurred vision and severe abdomen pain and ask if you are experience any of the symptoms to seek medical help as soon as possible. Contingency plans will and must be addressed within this organization and with the public without creating a panic. Before any talks begin regarding the sale or sharing of Canada’s water takes place, Canada must take care of the water shortage going on within its borders first. According to Environment Canada, 11% of all water use in Canada is for municipalities, more than half of which is dedicated to residential areas. 74% of this is surface water while 26% is subsurface (Environ. Canada). Also according to Environment Canada, from 1994-2004, over 26% of municipalities reported supply problems. Groundwater sources have encountered more shortages and due to them being usually closed systems, areas have had to rely on deeper water sources, which typically contain harmful heavy metals (Macdonald, 2009). Canada’s surface water, an abundant supply, also faces serious problems. Lakes in Manitoba, Saskatchewan and Alberta have been retreating as early as the 20th century (Mittelstaedt, 2006).
