ABSTRACT: The impact of accounting information on ethical behavior has been extensively documented. Additionally, agency theory is a widely accepted behavioral perspective. Despite this, there is an absence of instructional material in the accounting education literature that ties ethical issues to an agency-theory context. The primary objective of this case is to highlight control system ethical issues using an agency-theory context. Students explore their own reactions to a prohibited but unmonitored cost allocation action. Jefferson County School System (JCSS) is one of the largest school systems in the US. It provides education for about 10,000 students and consists of fourteen elementary schools, two middle schools, and two high schools. In 1976, the school system purchased and implemented the DEC PDP 11/34 computer that helped to develop the student management applications, financial applications, and other student management applications. Today, the JCSS owns four Dell servers running on UNIX and everything is connected via a high-speed TCP/IP network. All the applications were developed by David Meyer, a director of data processing, and his two programmers. Once the current JCSS superintended of school retired, Dr. Harvey Greene was hired. Dr. Greene wanted to replace the existing build in-house software with a purchased system. The EMI Independent Study (IS) Program, a Web-based distance learning program open to the public, delivered extensive online training from 62 courses and trained more than 2.8 million individuals. The EMI IS Web site receives 2.5 to 3 million visitors a day. Nineteen new courses were added to the curriculum this past year alone. EMI has provided technical support to dozens of other Federal government agencies and State offices on advanced distributed learning technology development and application. Since the school district website uses Schoolwires software, the first step was to establish the functionality of Schoolwires in relation to the ISTE-T standards. When I reflect on the years that I have been at Covington High one of the projects that I have been a part of that has really made a difference in the culture of the school is the Project Succeed Program. Once we are all on the same page with the leadership team that a change is needed and we are ready to make any sacrifices to make it happen; now it is time to find resources that would help us through the process. Not benefiting from past knowledge and experience thinking that our project is new and innovative should not be a mistake that we would fall into. We will take advantage of applications of our sister schools which are excellent and we will investigate what other excellent schools did to become successful schools and will not try to reinvent the wheel. Through our research we found out that one of our sister school implemented a software program that boosted student test scores. After our discussions with their instructional team and a meeting with our leadership team we decided that this program will certainly help our students score better on state tests.
