This is because it was not originally thought of but the Anti-Federalists demanded that the rights of the people be added. A right is a power that cannot be taken away or infringed upon without the due process of congress or special provisions. They wanted to make sure that the people had certain abilities that the government would not be able to take away were it to ever become corrupted. “To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.” They wanted to make a Government that was the highest power in the land, but not only that they wanted the government to be able to adapt to the circumstances if needed for anything that may happen in the future. What this phrase does is it gives the government the ability to do anything that it views as needed by the country and appropriate for the circumstances.
