It was farfetched to think that the militants would’ve had an agreement ready before the bombs were dropped. The bombings on the two cities assisted to make a conclusive agreement of surrender to end the war. Using such a destructive weapon, forced such devastation that left the emperor no choice but to surrender. Using a conventional bomb would’ve caused destruction, but not enough destruction to make them grasp that they should surrender to avoid total destruction.
