According to the caller she located the daycare on Children's Council San Francisco website which listed the daycare hours as 6AM to 6PM. The caller stated she signed a contract with the licensee with operational hours of 8AM to 5PM however; there was a verbal and written agreement for 7AM to 3PM. Subsequently there was a $16 per hour charged after 3PM. The caller stated her husband picked the infant up at 3PM. The report states that police responded to a call involving a battery incident between Westley (noted as PWN in the report) and the owner/caregiver Darrell. The RP (Detective Flores) stated that the grandson of the abuser apparently taped on his IPHONE the battery incident where the abuser repeatedly hit the PWN in the back of the head. The RP stated however, the witness (the grandson) was unavailable and did not answer the phone when the reporter tried to contact him. During the installation the air conditioner the contracted propped opened a door. This allowed the unidentified male to enter the facility.
